Confused - I am.
The more you look into these things the worse it gets
The Gull Identification website states

Bill - 1st cycle - variable, black outer 2/3 on lower mandible and cutting edge, 1/3 on upper mandible and along culmen, fades to grey, olive or dusky rose base, may appear all dark.
2nd cycle - dull pink to grey or flesh, fading to black tip of variable size, sometimes distinct, extreme tip often pale.

Iris - 1st cycle - dark
2nd cycle - dark brown to gold

So to me this bird appears to have 1st cycle eye colour but with a very advanced bill formation approaching if not 2nd cycle.

Just google in Gull idenfication website for more characters.
